The Chiba Port Plaza hotel is in an excellent location for this, taking less than 10 minutes on the train to Kaihimmakuhari station (and the hotel is only 3mins walk from Chibaminato station). It's really close to lots of eating places on both sides of the train stn. It's only about a 10 mins walk to Makuhari Messe (depending on which building you need to get to). Out of all the hotels you can pay near the station and Makuhari Messe, it is reasonably priced.
